First, make the patient (the housing industry) sick by regulating it, although in a truly perverse way: force it to do things logically against its own interest, rather than &quot;regulate&quot; it to reduce the chance of risk/illness, (which, BTW, it does quite nicely on its own)...force the opposite...

(Sick mommy, anyone? Shall we call it now the Maternal State?)

Then, pretend that deregulation was the cause...and prescribe more of the same to the poor child...not in true hopes of real recovery, but more illness...to control, control, control...
