We came to Washington in 1977, and Jimmy Carter had just been inaugurated. So I well remember the years of malaise and humiliation, the stagflation, chilly offices in the winter, the rapidly expanding power of the Soviet Union, the appeasement campaign from Europe and from a clear majority of American intellectuals, the hostage seizure in Tehran, the awful realization that we might lose the Cold War after all. And in the midst of it all, the emergence of Ronald Reagan, his surprising electoral victory, and the amazing recovery of American will and American energy.
There was a lot to worry about, as there is today. But I haven’t seen anyone openly worrying about my greatest concern, which tormented me in Carter’s last two years, and has returned to torment me again now. He was so devoted to peace, that he risked a big war.
Carter’s paralysis as Soviet power expanded from Somalia to Ethiopia, and then to Afghanistan, his feckless make-nice attempt to cajole the West Europeans to respond to Soviet missile deployments, his abandonment of the shah and subsequent appeasement of Khomeini (his ambassador to the UN, Andrew Young, described the Iranian fascist leader as “some kind of saint”), greatly encouraged our enemies, all over the world. After a while, public opinion began to turn against Carter, who responded by expanding the defense budget (for which Reagan would be most grateful), but nothing “on the ground.”
As we got into the election season, I began to worry that Carter would be so concerned about his “wimp” image that he would overreact to some crisis or other, in order to demonstrate his virility. As a former defense secretary remarked a few years ago, weakness is tempting. The more our enemies believe we are feckless, the more likely they are to come after us. I think that al Qaeda and its many sponsors thought that 9/11 would take us down, at least for a long count, and perhaps for good. And I worry that the current rampage of appeasement of our enemies will produce the same result.

And it dawned on me how much sense Stone’s version of Cheney made, even the ultra-caricatured Cheney played by Richard Dreyfuss. Every president is tested. If history is any indignation, we can be certain of two things: 1) when the United States is economically weak, our enemies exploit that weakness; 2) when we elect new presidents, our enemies challenge their resolve.
It happened to Truman, who lost China to the communists, allowed Stalin to get the bomb, and settled with an ugly draw on the Korean peninsula.
It happened to Eisenhower, who lost the space race to Moscow, and Cuba to Castro.
It happened to Kennedy, whose naivete in meetings with Khrushchev convinced the Politburo he could be had, starting a missile crisis that nearly destroyed the world.
It happened to Carter, who once mocked his fellow Americans for having an “inordinate fear” of communism, only to see the Russians gobble up Afghanistan and violate his precious arms control agreements he was sure they would honor. His “holy man” Khomeini overtook our embassy.
It happened to Reagan with the Marine barracks in Beirut, George H.W. Bush with Noriega and Iraq’s invasion of Kuwait, Clinton with Milosevic, Saddam’s inspection violations, and al Qaida’s attacks on our embassies, and of course Bush II with Sept. 11.
President Obama cannot escape this reality. This is the first time that these two geopolitical phenomena — economic problem of this scale, and new president this weak — are happening at the same time.
So far, with the exception of admitting Gitmo concurred with Geneva Conventions and enemy combatants in Afghanistan don’t require habeas corpus rights, Obama’s actions have not exactly been reassuring.

Likewise, if anyone in al Qaeda has half a brain, they’ll simply leave Afghanistan alone and rebuild in Pakistan, Somalia, or Sudan. Surely they understand that this President has no desire–or resources–to get entangled in another foreign adventure.
Even worse, al Qaeda must surely recognize that we’re in far worse shape as a nation than we were in 2001. Our debt is running out of control, our population is growing vastly more dependant on the government, and the economy is extremely weak. A massive attack now would be truly catastrophic, and we have the absolute worst possible person in the White House to deal with it. Far from being tempted to an overwhelming foreign response, what we’ve seen from Obama so far makes me think we’re more likely to see an overwhelming domestic response to an attack, something that would make the Patriot Act seem academic.

I suspect that the Russians are simply showing their friends, such as Iran, that they still have the wherewithal to back them up, if need be. So if Iran produces nuclear weapons and the U.S. decides to do something about them, the Russians will simply remind the U.S. that they will back Iran. How will Obama respond? Dr. Ledeen has given us a hint.

Rachel, I think I’m falling in love! I have “several” M1 Garands I got through the CMP (Civilian Marksmanship Program) and you might want to take a look there for good prices on the carbines and ammunition. The battle rifles they sell are real — not the knock-offs sold now by the Springfield Armory — and the prices for a service or rack grade M1 are around $500. Although they are registered to you by the Feds, they are sent to your door directly. You do NOT need to pick them up from a FFL dealer. Ammunition is inexpensive as well.
Obama may come after your guns, but he has to take them from you and, given the readiness of your neighbors, his folks might hesitate.
