The Wall Street Journal's editorial page noted a few years back that the real purpose of the Global Warming hype was not to cut back on carbon dioxide emissions, but to raise taxes. Looks like Kofi's trying the same gambit; we have to regulate the internet and therefore we should be able to tax it.
