The Wall Street Journal&#039;s editorial page noted a few years back that the real purpose of the Global Warming hype was not to cut back on carbon dioxide emissions, but to raise taxes.  Looks like Kofi&#039;s trying the same gambit; we have to regulate the internet and therefore we should be able to tax it.
