We do not, of course, know critical details that are vital for reaching an informed judgement on the matter, but flippantly alleging it’s about an unwillingness to “kill our enemies” does a disservice to everyone.
At the very least, once again, it appears that the vice president (who had NO Constitutional role to play) thwarted the ability of Congress (which DOES have a Constitutional role) to do it’s duty.
No one who believes in limiting the power of the government should find this at all satisfactory. Unfortunately the bulk of America’s conservatives have completely lost the ability to think or remember first principles, leading to a “conservative” goverment that busted the budget, waged war recklessly and incomeptently and showed an utter disregard for the law, checks and balances or honor.

Since we are openly doing the things this program supposedly secretly intended to do, the details better be juicy. If it doesn’t involve UFOs and mind control, I will be very disappointed.
